Kathmandu – The Government of Nepal has introduced new regulations aimed at overseeing social media platforms, raising concerns about free speech, privacy, and government control over online content.
In November 2023, the government implemented the Social Media Management Directive 2080, requiring platforms like Facebook, TikTok, and YouTube to register with the Ministry of Communication and Information Technology and appoint representatives in Nepal. This move is intended to regulate online activities, combat misinformation, and ensure compliance with local laws.
The directive outlines a 19-point list of prohibited activities for users, including spreading fake news, promoting hatred, creating fake identities, and sharing content that could disrupt social harmony. Additionally, social media platforms are required to develop algorithms to prevent the spread of illegal content and enhance data security.
In December 2024, the government further tightened control by approving a Social Media Regulation Bill, which specifies penalties for violating digital norms. This bill has sparked criticism from free speech advocates, who argue that it grants excessive monitoring power to administrative bodies. Critics fear that such regulations could be used to suppress dissent and control online discourse, posing a threat to freedom of expression in Nepal.
